Article 3: Citizenship

The Union shall have legal personality. Every natural and legal person holding the nationality of a Member State shall be a citizen of the Union. Citizenship of the Union shall complement and not replace national citizenship.

It is forbidden to discriminate between citizens of the Union based on their Member State nationality.

Any citizen of the Union having the right to move and reside freely within his own Member State shall have the right to move, reside, work and study freely within the territory of all Member States.

Any citizen of the Union residing or travelling outside the territory of the Union shall have the right to assistance and protection from the local diplomatic missions of all Member States.

A citizen of the Union residing in a Member State of which he is not a national shall have the right to vote in his country of residence only. (4)
