Article 4: Institutions

The Union shall be served by the following common institutions: a Union Council, a Parliament, a Senate, a Commission, a Congress of Member States, a Central Bank, a Court of Justice and a Court of Auditors.

The Union Council shall be the strategic policy-making body of the Union. Parliament and the Senate shall be the joint legislature of the Union. The Commission shall be the day-to-day policy-making body of the Union.

These institutions shall possess those powers, and only those powers, granted to them through this Constitution and through Treaties ratified by all Member States.

All Institutions shall fix their own rules of procedure.
