Article 5: The Union Council

Heads of government, one from each Member State, shall meet at least once every six months, as the Union Council. (5) This Union Council shall be the strategic policy-making body of the Union.
It shall give instructions and guidance to the Commission, which shall be published after each meeting along with voting records. (6)
It decides with a double majority of both Member States and represented population.
