Article 6: Legislature

The Parliament and the Senate shall jointly form the Legislature of the Union.
The Parliament shall represent the peoples of the Member States. The Senate shall represent the governments of the Member States.
Parliament Representatives shall be elected by direct universal suffrage for terms of five years. Their number shall not exceed one for every million of Union citizens. Seats shall be allocated among Member States in proportion to population with a minimum of three seats per Member State. Each Member State fixes its rules of procedure for defining its constituencies and electing its Representative(s). The number of constituencies per Member States shall not be lower than one third of the number of Representatives.
Senators shall be appointed by Member State governments. Their number is fixed on three per Member State. Each Member State fixes its rules of procedure for appointing and changing its Senators.
The Legislature shall debate and, where it so decides, jointly enact the policies and the legislation of the Union. Either Chamber may strike down legislation.
Either Chamber may amend proposed legislation. Either Chamber may veto an amendment by the other Chamber by a 10% larger double majority than the other Chamber approved it by. Either Chamber may strike down a veto with a 10% larger double majority than the other Chamber approved it by.
Either Chamber may request the Commission to propose legislation. Either Chamber may bring actions before the Court of Justice.
Either Chamber, including their committees, has a general right to question in public hearings any member of the Commission, or any proposed member of the Commission. The combined Legislature, acting by a double two-thirds majority of its members and national delegations, may dismiss any member of the Commission.
No judge shall be appointed to the Court of Justice without approval from the Parliament.
Save as otherwise provided here, both Parliament and the Senate shall act by a double majority of the votes cast and of national delegations (by majority vote).
