I am using "Union Council" to reduce the previous confusion between "European Council", "Council of Ministers", "Council of Europe" and the Economist's version of "Council of Nations"

Entered "strategic" policy-making body to ensure that the Union Council can give instructions but does not take over day-to-day running of the Union. Its position should be compared to a Head of State with executive powers that leaves day-to-day affairs to a prime minister.

a general principle in this constitution, this provides the most adequate safeguard for the interests of both large and small nations.
