My opinions, my edits
I think the constitution should empower the parliament of the european union and the parliaments of the unionstates. Institutions derived from governments, such as the council, do not represent the people. I think we need two chambers in the parliament, something like the house of representatives and a senate. And the members of the senate should be elected by the national parliaments to have a more democratic representation of the unionstates. I tried to achieve this in my editings. Short Presentation of Wikitution
I visited the first Wikimania Conference and had the opportunity to present our project in a short presentation. People was very interested and there were many questitions afterwards. Some of these questions refer to our roadmap: Wouldn't it be better to take only one language? How long will it take to have a first draft? I tried to answer these question as good as possible. Most people were positively, but there was also a lively discussion about our legitimacy to write a constitution and about the process of ratification after we finished our draft. I want to discuss these things.
The usual way to write a constitution is to elect a constitutional assembly. The members of the convent, who made a first draft of the official Treaty, weren't elected by the people, but appointed by their governments. But this process is due to the fact that the political subject of the EU is not the citizen but the members states. So the governments more or less elected a 'constitutional assembly'. So lets keep in mind that the convent wasn't elected by the people.
Wikitution is a community. Everybody who has access to the internet can join and make their contributions. Not every citizen of the EU has direct access to the internet, but if you want to contribute, you can either go to an internet café to a friend, who has access, or join a political, social or cultural group, which has access. In my opinion Wikitution guarantees that as many people as possible can contribute from a technical and organisational point of view. But nevertheless Wikitution is not the people. What we are doing is very simple. We are writing a draft of a constitution. We hope that this draft will be better than any other draft, simply because many people contributed. But it is nothing more than a draft. Only the citizens of Europe can decide whether they will accept it as their constitution or not. Everyone in Europe has the right to make a draft of a european constitution. Thats very simple. But we are going to work together and that makes the difference.
There were questions about the ratification process. I think that this is not our primary scope, but the only democratic way to put a constitution into effect is a referendum, and we can write this down in the draft.
Iranian Constitution Wiki
On the conference I met a wikipedian from Iran, Hossein Derakhshan, who starts a wiki to modify the iranian constitution. He is running a blog, were you can read more about this idea: [1] (http://hoder.com/weblog/archives/014379.shtml). I hope that we can share experience.
